Integrated Building Permits System

ONLINE INTEGRATED BUILDING PERMITS SYSTEM

It is a powerful Computerized system composed of Application Systems connected together for complete and fast processing of the requirements for the automation of different types of Building Permits, including Accessory and Ancillary Permits needed for Building constructions.

1. One “Unified Application Interface” for Building Permit, Zoning Permit & Fire Permit!

XERSYS provides Taxpayers to file a single “Unified Application” simultaneously to the Local Building Official (LBO), the City Planning & Development Office (CPDO), and the Local Bureau of Fire Protection (BFP) at the same time with the same documents reducing the processing time of Permits.

New Applicants must Register “On-Line” and the existing Building Owners will be “Pre-Registered” in the system. They will be provided with a “Log-in Credentials” with Control Number that will be automatically sent to their Email Address & Mobile Number.

Using the Control Number, the Applicants can now apply in the XERSYS “ONLINE” Application and submit the Digital Documentary Requirements. The Unified Application will be forwarded simultaneously to the Departments & Agencies involved in Building Permits: OBO, CPDO & Local BFP.

2. Sequential Evaluation of 8 Building Systems for Compliance to the National Building Code

XERSYS has a unique, systematic Linear Permit Evaluation in a waterfall model, for each Type of Permit progressing from one Discipline to another in a series of simultaneous evaluations until full Compliance is achieved. It covers the entire spectrum for Building Evaluation covering: Geodetic, Architectural, Electrical, Structural, Mechanical, Sanitary, Plumbing, and Electronics. It has a complete Compliance Checklist for each Discipline based on the National Building Code.

National Building Code “IRR”

The pertinent Implementing Rules & Regulations (IRR) for each Type of Evaluation is embedded within each Category as a Guide to Evaluators.

After the Building Permit is issued, the Building Name is automatically transferred and displayed in the Occupancy Permit Table (BPWOA) until an Occupancy Permit has been applied for, Inspected, and Paid. Thereafter, the Building Name is transferred automatically to the Annual Inspection Table where it remains and queued every year subject to the Annual Inspection. The action of “Sequence Monitoring” of Permits cannot be interrupted or overridden unless the requirements are met and the required fees are paid.

3. Automated Mission Orders with “Professional Mobile Inspection” App

Automated Generation of Mission Order

It provides an automated generation of Mission Order which will serve as a document to make the inspection process official. Successful generation of MO will notify the assigned inspector thru SMS and email. This system functionality eases the MO’s generation and speeds up the dissemination of notice to the inspector.

Automatic Issuance of Mission Order Letter

To utilize the government paperless transaction this system digitizes the issuance of Mission Order to the assigned Inspector. Using the Professional Mobile Inspection App called the “ATIS Mobile Application” the Inspector can easily view the new Mission Order entries. XERSYS system and ATIS Mobile Application are connected thru API that makes the transfer of data easier and faster.

Professional Mobile Inspection APPS

Automated Tracking & Inspection System (ATIS) has the capability to capture data, analyze, and display geographic information in the field and transmit information instantaneously to the Local Building Official through the internet for all types of Inspections: Regular Inspection, On-going Construction, Occupancy, and Annual.

eFSIS Mobile Inspection is used by the Bureau of Fire Protection (BFP) for fast “Real-Time” Fire Safety Inspection. It enables the assigned Fire Safety Inspector to instantly produce a report based on the Fire Safety and Inspection checklist. Reports can be transferred directly to the records of the Fire Safety and Inspection System (back-end system for the BFP).

eZone Mobile Inspection is used by the City Planning and Development Office (CPDO) for inspecting the location and the actual land use of a business. eZone has a Location Service that helps the Inspectors to easily identify the location of a business. Reports and data can be transferred directly to the records of the Zoning System (back-end system for the CPDO).

4. “Table Grid Algorithm” for 100% Accurate Assessment Computation

The Assessment Module allows Users to automatically compute the Fees of an application and generate an Order of Payment and send it automatically to the Taxpayer’s Email Address. An SMS notification may also be sent as a reminder to the Taxpayer. Payment may be sent by Bank Transfers or through Taxpayer’s accredited “On-Line Banking” facility. This module has a 100% Accurate Assessment Computation.

5. eBILLING with KonekPAY© “Cashless Payment”

Assessment allows Official Users to automatically compute the fees of an Application and generate an Order of Payment which can be sent automatically to the Applicant’s email. The Order of Payment number will be used by the Applicant to pay using their Bank’s On-Line Banking Services.

“KonekPAY” Online links the Taxpayer to the Bank of his choice for “Cashless Bank Payment” using the LGU-issued SOA or eBilling.

XERSYS has 2 variations in the system: “One-Stop-Shop” in the Cloud and On-Premise.

7. “Virtual Inspection” with Video Content During the Pandemic

Virtual Inspection is integrated into the BPAS system which provides a perfect “Contactless” solution for Inspectors to perform remote, “virtual inspections” during the pandemic for the Inspector’s safety.

Using a video filming tool the inspector, with the Building Administrator’s collaboration, can video the Inspection Requirements using the Professional “ATIS” Mobile App “AS IF THE INSPECTOR IS ON-SITE”.

After the pandemic, the City can revert to “On-Site, Face-to-Face” Inspection.

8. “Mobile Inspection” of Buildings for “Seismic Resiliency & Vulnerability” (NEW!)

For Cities & Municipalities that wish to determine the “Seismic Resiliency & Vulnerability” of their Buildings, the XERSYS System has the “RapidA” Mobile App that screens Buildings based on set criteria related to its weakness in the case of earthquakes of given intensity and provides a SCORE for a Building’s Seismic Resiliency & Vulnerability.

Local Governments, armed with this information and the knowledge of seismic hazards allow them to evaluate the expected damage from future earthquakes

“RapidA” Mobile App has three different Types of Screening:

  1. Rapid Visual Screening (RVS)
  2. Rapid Evaluation and Safety Assessment (RESA)
  3. Detailed Evaluation and Safety Assessmen (DESA)

The Local Government’s Local Building Official (LBO) in cooperation with the Disaster Risk Reduction Office (DRRMO) may determine the use of the different types of Seismic Evaluation for different scenarios before and after an Earthquake.

9. Geographic Information System (GIS) Ready – Building Footprints

Provides the outline of the buildings drawn along the exterior walls, with a description of the exact size, shape, and location of its foundation.

10. Queuing System

XERSYS provides the Queuing System software called the “AuroraQ Queuing System” that shows the Taxpayer Number and Status that is being served or to be served. The system reduces the queue times, serves more taxpayers, and helps in the efficiency of the staff. This is mainly used by the Local Building Official.
