Computerized Real Property Tax System

PROPERTY ASSESSMENT AND TAX ADMINISTRATION SYSTEM

It is a Powerful Integrated System composed of application systems connected together to complete the processing requirements for the automation of Real Property Administration under the City Assessor’s Office and Land Tax Division. It is designed for fast transaction processing and assessments, real property valuation maintenance, and archiving of voluminous real property tax records. The system conforms with the requirements of the Bureau of Local Government of Finance (BLGF) under the Department of Finance.

1. Automated Processing of Different Real Property Transactions

The Transaction on Real Property includes the following:

  1. Property Transfer
  2. Property Subdivision
  3. Property Consolidation
  4. Re-Assessment
  5. New Declaration
  6. Change of Barangay
  7. Cancellation

2. Automated “Table Grid Algorithm” for 100% Accuracy of Real Property Transaction Assessment

The PATAS Tax Assessment Module provides a 100% Accuracy that enables the assessment of Real Property and covers the computation of current tax due for accounts with or without delinquencies and the generation of Statement of Account (SOA) which is sent automatically to the Taxpayer’s email address using the Notification function. The Taxpayer can opt to pay through their Bank’s “On-Line” Banking facility.

3. Automated “Cache Computation Algorithm” for Total Real Property Receivables

The “Cache Computation” gives the City the opportunity to generate Taxpayer’s awareness to pay their Real Property Tax by providing them the advanced assessment of their Real Property and send out the generated “Statement of Account or SOA” to the taxpayer’s email account to induce them to pay early (with discounts, if possible). The “Cache Computation” can be generated any time the City wants to.

The “Cache Computation” of Real Property Receivables at the end of the Calendar Year will greatly assist the City Accounting to determine, with accuracy, the RPT Receivables for the Incoming Year for its Financial Statement.

Robust Computational Formula

The “Cache Computation” follows a dynamic formula for computing Real Property Assessments, whether the Account is current or delinquent. The year-on-year penalties for delinquent accounts are stored in relative frequency distribution tabular format allowing for a fast, compact, and organized computation.

4. Automated “Delinquent Account Management” DAMA Process

DAMA is a unique feature of PATAS for the administration of Delinquent Taxpayers’ Accounts. This allows for a systematic operation to enhance the City’s efficiency in collecting payments of delinquencies and converting them into paying accounts. The administration of delinquent accounts is sequentially arranged by Stages based on the severity of the delinquency.

The City can bypass any Stage based on its Ordinance or practice. The Stages are:

  1. Notice of Delinquency
  2. Compromise Agreement
  3. Amnesty
  4. Tax Relief
  5. Levy
  6. Auction

5. Automated eBilling with KonekPAY© for Cashless Payment

Automated eBilling transfer to Taxpayers email address to be reviewed and validated and can be paid using the “KonekPAY” Online links the Taxpayer to the Bank of his choice for On-line Bank Payment using the LGU-issued SOA. Cashless Transaction is achieved with KonekPAY.

6. Automated “General Revision Algorithm” for Real Property ReValuation with Standard Schedule of Market Values

PATAS has an Automated “General Revision Algorithm “ that automatically computes the Real Property ReValuation based on the Amendment Tax Law approved by the Local Government.

As per BLGF Guidelines, the Provincial, City or Municipal Assessor shall undertake a general revision of real property assessments once every three (3) years, which shall commence upon the enactment of the Schedule of Fair Market Values (SFMV) into an ordinance by the Sangguniang Panlalawigan or Panlungsod.

7. Queuing System

PATAS can be used in both “On-line” & “On-Premise” modes. On the “On-Premise” mode, PATAS provides the Queuing System software called the “AuroraQ Queuing System” that shows the Taxpayer Number and Status that is being served or to be served. The system reduces the queue times, serves more taxpayers, and helps in the efficiency of the staff. This is mainly used by the Assessors & Treasury Office.
